Differences and Similarities of Health Economic Evaluation for Medical Technologies by HTA Bodies

In recent years, an increasing number of medical technologies such as devices, diagnostics, and digital health technologies have been evaluated through various health technology assessment (HTA) frameworks around the world.

Because assessment by HTA organizations is still evolving, there is a lack of harmonization among various agencies on processes and methods. Information may seem unclear – particularly the requirements for economic evaluations – making planning for submissions difficult for companies developing these technologies.

To address this, we developed an online survey requesting information from various HTA agencies on their key health economic evaluation metrics.

Our results show that there are differences and similarities among the various HTA organizations, in aspects such as topics covered in the economic systematic literature reviews, type of economic evaluations considered, perspectives used, discounting rates used for cost and outcomes, and willingness-to-pay thresholds. Economic assessment is linked to national contexts, and understanding these key differences and similarities is essential if companies are to demonstrate economic benefits efficiently and achieve market-access objectives for their products.
